Yes you can do that with pending orders. I've done that numerous times already.

Order #1: Buy Stop, Price = 1.9990, SL = 19980, TP = 2.0010
Order #2: Sell Stop, Price = 1.8650, SL = 1.8660, TP = 1.8630
