General EA question

was curios if different chart pattern alerts could come up on a EA
or how about inside bars. say I wanted to make an EA that for 4 hour
that bought after a inside bar had formed when RSI was at 33 or lower, this is just an example. Also Stochastics would have to be at 20 or lower and than
a buy stop would be placed 3 tics above previos bar.

Also is there a way to set "Alerts" on VT or MT4 that make a screen noise when Stochastics has reached a certain level or one of these criteria were met
